Role Overview

We are seeking an experienced Project Manager to act as the Contractor’s senior on-site representative for a district heating infrastructure replacement project. This role carries full responsibility for site execution, subcontractor supervision, safety enforcement, quality control, and coordination with the Customer Representative (COR).

The successful candidate will ensure that all construction activities are delivered safely, on schedule, within budget, and in strict compliance with contract documentation, technical specifications, international construction standards, and Polish regulatory requirements. This position requires strong leadership, technical competence, and proven experience in complex utility infrastructure environments.

Key Responsibilities

Construction Supervision & Site Management

  • Provide full-time on-site leadership and management of all subcontractors and construction teams

  • Interpret and implement drawings, specifications, and shop drawings

  • Oversee excavation, pipe installation, welding, insulation, leak detection systems, backfilling, and site reinstatement

  • Ensure compliance with EN 253, EN 14419, and applicable Polish standards

  • Coordinate daily activities to maintain progress and minimize operational disruption

  • Control material quality, site storage, and equipment compliance

  • Perform daily site inspections for quality and progress

Quality Assurance & Quality Control (QA/QC)

  • Implement the approved Quality Management Program (QMP)

  • Supervise and document:

    • Hydrostatic pressure testing

    • NDT of welds

    • Leak detection continuity testing

  • Ensure workmanship meets contractual and COR quality standards

  • Prepare and submit QA/QC documentation and reports

Health, Safety & Compliance

  • Enforce the site-specific Safety Plan and Activity Hazard Analyses (AHAs)

  • Ensure compliance with applicable international safety standards and Polish occupational safety regulations

  • Lead daily safety briefings and PPE compliance

Coordination & Stakeholder Communication

  • Act as primary site liaison with the COR

  • Coordinate utility protection and infrastructure interfaces

  • Manage protection of existing structures and site features

  • Coordinate deliveries with contractors and suppliers

Scheduling, Reporting & Documentation

  • Execute works in line with the approved master schedule

  • Update progress schedules monthly

  • Prepare Monthly Progress Reports including site photos

  • Maintain record drawings and site documentation

  • Manage punch lists, as-built documentation, and final handover support

Mandatory Requirements

  • Languages - Polish & English

  • Proven experience in:

    • District heating network construction or replacement

    • Trenching and deep excavation operations

    • Pre-insulated bonded piping systems with leak detection

  • Technical Competence:

    • EN 253 / EN 14419 systems

    • Welding supervision and quality testing

    • Hydrostatic testing and NDT processes

    • Engineering drawing interpretation

  • Safety Expertise:

    • Development and enforcement of Activity Hazard Analyses (AHAs)

    • High-risk activity management (hot works, trenching, confined spaces)
